I. Background of Ho Chi Minh City Cadre Academy
Ho Chi Minh City Cadre Academy was established under Decision No. 1878/QD-TTg signed by Deputy Prime Minister Vu Duc Dam dated October 15, 2014 on the basis of upgrading Ho Chi Minh City Cadre School.
1. Functions
Training and fostering leaders and managers for the grassroots political system, cadres, civil servants and public employees of the City on politics; Resolutions and guidelines the Party, policies and laws of the State; professional knowledge and skills on Party building, Administration, Fatherland Front and socio-political organizations; on knowledge in other fields; participating in summarizing practices; conducting scientific research on Party building, and building the City's political system.
2. Missions
a) Training leaders and managers of the Party, local Government, and grassroots socio-political organizations, heads, deputy heads of offices and divisions, cadres for Fatherland Front and socio-political organizations at district levels, heads and deputy heads of departments, offices and divisions, socio-political organizations of the City, cadres who are planned for the aforementioned positions, cadres, civil servants, grassroots officials and a number of other subjects on Marxism - Leninism, Ho Chi Minh Thought, on the Resolutions and guidelines of the Party, policies and laws of the State, and on knowledge in other fields.
b) Offering training courses on politics at intermediate level according to the standards of leadership positions, department-level management and equivalent.
c) Offering refresher courses on State administration for leadership positions, department-level management and equivalent; on State administration according to the standards of junior expert rank and equivalents, specialist ranks and equivalents, senior expert ranks and the equivalent.
d) Offering refresher courses and updating courses on knowledge, skills, and professionalism for leadership and managerial positions; cadres of Party organizations, local government, grassroots socio-political organizations; Deputies of the People's Councils at commune and district levels.
đ) Offering courses as requested by the higher-level authorities
e) Collaborating with the Propaganda Department of the City Party Committee and relevant agencies to guide and train professional skills and teaching methods for the teaching staff of the district-level political centers.
g) Participating in summarizing the practical experience in localities; organizing scientific research with a view to improving the efficiency of teaching and learning.
h) Offering undergraduate and postgraduate courses.
3. Overall objectives and missions of Ho Chi Minh City Cadre Academy in 5 years (2020-2025)
“Maintaining and promoting the achieved results; unite, ensuring discipline, quality and efficiency; raising the responsibility of setting an example and combat power of the Party organizations and Party members; building a transparent and strong Party Organizations; build the HCMC Cadre Academy to become a prestigious unit in the field of research, practical experience summary, and training high-quality human resources for the political system, and at the same time meeting the requirements of the society.”

II. Ho Chi Minh City Development Learning Center
1. History of establishment and development of Ho Chi Minh City Development Learning Center (hereinafter HDLC)
Ho Chi Minh City Development Learning Center, formerly known as Project of Ho Chi Minh City Distance Learning Center, was approved under Decision No. 523/QD-UB dated February 3, 2005 by the Chairman of the City People's Committee. City people. The Center was built with partial funding from the World Bank and part of the City's counterpart capital from 1997. Ho Chi Minh City Distance Learning Center officially joined the Global Development Training Network - East Asia and Pacific Association (GDLN-EAPA) on 11 July 2005.
The Center is highly regarded by the World Bank for its positive project activities and its being an active member of the Global Development Learning Network. After the completion of the Project on December 31, 2008, Ho Chi Minh City Distance Learning Center was renamed as City Development Learning Center (HDLC) under the Decision No. 775/QD-VHTTDL dated August 18, 2009 by the Director of the Department of Culture, Sports and Tourism on the establishment of a Development Learning Center directly under the City Exhibition Information Center.
From 2009 to 2021, HDLC has connected, updated, and shared knowledge by organizing specialized training courses with positive content with a view to serving the community such as Global Response to Climate Change, State Governance in the context of integration, Training in Industry TWI, Cleaner production in industry, Training on safety in transporting hazardous industrial goods, Leadership VN20, Training program on Construction and Development Management of Urban areas, Training on the use of information technology in agricultural extension, smart cities...
These seminars and training programs serve the communities not only in Ho Chi Minh City but also in the southern provinces and cities; at the same time, HDLC still maintains stable domestic programs such as: periodic activities of tax club, accounting website, supportive center for WTO accession directly under the City Development Research Institute, Investment Trading Promoting Center (ITPC) …
On March 15, 2021, the Chair of the City People's Committee signed Decision No. 888/QD-UBND on making the Development Learning Center become part of the Training Center for Professionalism and Foreign Languages - Ho Chi Minh City Cadre Academy. On May 24, 2021, Ho Chi Minh City Cadre Academy officially received the Development Learning Center from the City Department of Culture and Sports.
HDLC is an official member of the Global Development Learning Network and is organized and operates in accordance with the Organization and Operation Statute of the Training Center for Professionalism and Foreign, which is directly under Ho Chi Minh City Cadre Academy. HDLC's development goal is to become a center specializing in training offline and online soft skills, organizing short-term international training courses at home and abroad, providing information, documents and means for subjects interested in international integration, especially for cadres, civil servants and public employees; City entrepreneurs.

HDLC operates under the Statute on organization and operation of the City People's Committee promulgated together with Decision No. 888/QD-UBND dated March 15, 2021 of the City People's Committee.
HDLC is an integral part of the Training Center for Professionalism and Foreign Languages, directly reporting its accounting to HCMC Cadre Academy. HDLC is an official member of the Global Development Learning Network (GDLN).
HDLC has the function of updating information and sharing knowledge of the world through an international videoconference connection system operated by the Global Development Learning Network (GDLN) and the Asia-Pacific Global Development Learning Network (GDLN-AP) and is directly connected to the international network of the World Bank (World Bank - WB) as well as the shared learning system of the World Bank Institute (World Bank Institute) – WBI). At the same time, HDLC has the function of organizing information activities, organizing seminars, conferences, seminars, soft skills training classes, transfering technology in the fields of economy, culture and sports. and tourism with aview to sharing and exchanging experiences and improving knowledge and skills for cadres, civil servants, business leaders, lecturers and students about the need for information of the City's development and international integration.
3. Missions
- Maintaining and developing the City's regular integration gateway with the region and the world through a global learning and development network;
- Organizing conferences, seminars, professional training courses, international meetings; updating information on the most recent scientific, technological, managerial, cultural and educational advances to serve the comprehensive development of the City through the online videoconference system;
- Providing services for the City's online exchanges, meetings and conferences;
- Implementing the data integration on the City's development and integration.
